I examine PAC contributions in the 1996 elections through the lens of classical theories of campaign finance. This election serves as a useful case study to introduce the major ideas in the literature on PACs and the gaps in our understanding of how PACs act in practice. These theoretical foundations and empirical observations provide the departure point for the analysis of the partisan theory of PACs.
